Ive heard of people having steel wheels narrowed as well as made wider.

Is it possible to get an aluminum wheel narrowed from say 8 inches to 7 inches?

Depends on if it's cast, forged, or billet.

Stockton Wheel in Stockton Ca is who you need to talk to.
