When I wet sand I get the grits that I want to use.Get a small bucket of water and fill it about half full.I add a few drops of car wash soap to help lube the surface.Say to do headlights and tails put 800,1500 and 2000 grit in the water and let it soak for about 10min.Tape off what you don't to get scuffed.With a water bottle keep the surface wet.Start with the 800 on a small sanding block and sand the lights,keep it wet.It will get out any stains or minor pitting and so on.To check it just spray it and wipe it off.It will be scuffed and cloudy,but nice and smooth.Then repeat with the other grits.
If you are going to use Niteshades you don't need to use 1500 and 2000.Just give it a scuff with the 800.
The clear is just an automotive clear coat in a bomb can you get at the parts store.
I wet sand my clear with 1500 and 2000 before I buffed my tails to get a black glassy look.

yes clear it last with 4 coats then wet sand with 1500 and then 2000 grit.
1 Wet sand old paint to level imperfection.
2 Use touch up paint if needed.
3 Wet sand spots that were repaired to match the rest of the paint.
4 Make sure that the surface is clear of debris and oils.
5 Spray 4-6 coats of clear( I used duplicolor truck, van & suv clear coat, picked up at discount auto).
6 Wet sand clear with 1500 then 2000 grit(should look hazy)
7 Wax it/ buff it/install it.
Its best if you take them off the car.
Also make sure that before you spray with clear clean the lights with acohol, or cleaner. I made the mistake of not doing this and right and I had the clear start flaking off in a 3"x3" area so last night I took the one off and followed those steps and put it back on today before work. looks great now.
It will take you a couple hours just to let you know.
