There are only a few cams for 1999-2001 that will upgrade safely without valve spring upgrades. Those few do not make much HP, TQ; they are more steet replacements (like the SHM stage 1's I have). They add a few (maybe 10) HP at high RPM's I'm sure; but sound completely stock.
There are a few exceptions; one being that if you are willing to do heads and cams the FR500 Heads and valvetrain set will give a pretty good HP boost and good mid-range torque without a port and polish. If fact, I believe you can use the cams with out a spring upgrade; although they recommend against it for performance reasons. The lifts are higher and the durations are longer and the sound is lopey.
If you port the FR500 heads and use the FR500 valve train set, you are looking at 30-35 HP and RWTQ across the board.
Remeber, changing out and re-timing the 4.6 DOHC, cams is a PITA and requires special tools (usually); if re-timing the cams is required. Unless you know someone that will do it for you, it will be as expensive as the cams themselves.
