Problem with TPS adjust?

Ok I went to adjust my tps and had some problems. I followed the directions on the surging idle checklist but when I put the volt meter on the safty pins it only read .0003 or whatever. Never got any higher. I tryed grounding to the block and the green wire read 4.75. All this was at closed throttle. Any suggestions of what I'm doing wrong?

I would double check the meter connection because you have two weird readings occuring. Also check the VREF wire to see what it reads.

I only say this because I have found getting the meter connected decently can be finicky.
