They have notches that have to be turned as they compress. You can rent the tool for free ($37 deposit) from AutoZone. PITB with needlenosed pliers.

C clamps won't work with these brakes. They have to be twisted. Channel Locks was used in a pinch, the proper tool is the way to go.
