Relays on back of fan

I have a 95 gt the radiator fan is always on as soon as I turn the key on after reading alot I checked the ccrm it seems to be fine but on the back of the fan right at the motor there's a small box with two little relays it sits between ccrm wire and motor socket I believe this to be the promblem it is melted and leaking tar or whatever is inside it I can not find this part on any sites does anyone know the name any help would be great

That's a circuit breaker module Ford added to our cars in-line with the fan's plug-in connector as part of a recall back in the 90's. The fan was able to draw enough current (if the bearings went bad or what-not) to set itself on fire.

Ordinarily I'd say just try and run the fan without it and see what happens, but yours looks like it may have melted so I'd be reluctant to help you start a fire. Test the fan by jumping some power from a battery to it (something fused or something you can really easily disconnect like touching a screw-driver to it). If it ate the breaker because it's gone bad, replace the fan with a modern one, and the breaker will no longer be needed. If the breaker's just bad, you could see if you could find one in a junkyard, or install a more modern breaker in its place.
 
Hi thanks I tried running it without the breaker module with same results fan always runs when key is on ac off engine cold fan still runs so I guess it could be my relay module has a stuck relay or maybe a bad temp sensor. if I unplug the temp sensor and relays are good should the fan die? or does it default to on with no sensor connection.
 
Update I removed the ccrm and removed all relays from it and manually tested all are good and function properly they don't stick I removed the pcm in case previous owner had an sct tune in it keeping the fan on the slot is empty. on the coolant temp sensor it test 10k of resistance when cool of the pins going to the fan the center pin is the one powering on not sure if this is high or low I have unplugged both ac switches and fan continues to run any other sensors that could make the fan run?
 
So I disconnected this harness which I believe is the computer harness and the fans still turn on with the key I check pin 17 of the ccrm harness it reads ground all the time if I'm correct this should only switch ground when the computer calls for fan can anyone tell me if this is the correct pin? I am at a loss here also I tried to get the car to blink codes with both the check engine light and test light in the engine bay neither one blinks anything
