...so i recently purchased 'stang #3--a 1-owner, 40th anniv. GT with 43,632 miles. I recently discovered damage to the plastic piece between the front bumper and the radiator support. Is that piece called the absorber? I've been told this is a through away piece but I wanted to make sure before I began shopping around for a replacement. I also wanted to know if cross drilled & slotted rotors can be turned. Thanks in advance for you help...

from my experience it is difficult to correctly turn drilled/slotted rotors. Most shops will not touch them because of the possibility that it may (more than likely will) ruin the "blade" due to the constant grabbing when it comes to the drilled/slotted spots.
As for the plastic piece, I couldn't tell ya and won't pretend to know.
