speedometer?

my friends got a 91 lx 5.0...the speedometer says its going about twice the actual speed its going...were going 20 and it says 40-45 etc., well he has to get it inspected next week and im sure this won't pass. anybody give any pointers on what to check? thanks guys

Does the car have aftermarket gears in it? Was the speedo gear changed?
