i pulled 2 lifters so that i could temparaily make them a solid lifter and check ptv clearance. i took off the wire retainer and pulled out the top piece of the lifter but the bottom plunger peice was stuck at the bottom, the spring wouldnt push it up. i had to hit it against a piece of wood several times very hard before it would push up. is this normal?

Yes, considering it has ZERO hydraulic pressure being pushed through it. Oil PSI is what causes the lifter to "pump" up.

If he is really that concerned about it he can order a whole new set of lifters for 70$. I had to order two a year or so ago and it only cost me 15 bucks.
