ok, first of all, with good cats, you will pass the sniffer test, as long as your car runs clean and isnt all carboned up inside. If you have a dummy pulley where the pump was they may not notice you are missing the pump or may not care as long as the sniffer numbers are in range.
As for getting the smog equipment, it is not very hard to hook up, but will probably cost you about $300-500 because you will have to goto a dealer for some of the parts no doubt. Also, it will not affect your noticable hp AT ALL. Maybe 1 or 2 hp are shaved off the top end and thats it, the only reason people remove the air pump is to get the extra 10 lbs off the front end.
And for those of you who have an air pump and are running radical motors that are no where near passing inspection, you can put a smaller pulley on your pump for inspection and it will spin way faster so more fresh air is dumped into the H pipe while on the dyno.
As for the new law, it probably wont happen. Its only because of rice anyway.
