Stupit Timing Question

I am just getting into the fixing of my cars by my self. My question is, what is the timing belt for, i.e. How do I know it needs adjusted? What happens if I move it a degree or 2? What performce/no performance would I see? THanks for your help
 
i think your talking about valve timing, and there really isnt any advantage to changing it unless you have a wild setup. if you want to change the ignition timing(when the plugs fire in relation to where the piston is in relation to TDC you can advance a little and get a little power but more prone to problems if you go to far. if you do advance it any past 14° you will have to run premium gas to not detonate.
 
Otherwise, if talking about advancing a cam, it depends upon the grind (the old rule of thumbs are not so reliable these days with custom grinds and built in advance).
