timing jumps around without spout

My timing was too advanced. I tried to set it back to 10 degrees after I changed the wires and plugs. When the spout is out the engine surges and I cant get the timing to stay at 10 degrees. the engine RPMs jump up and down. Yes the spout is out. I am giong to try with with the old cap and plugs. Any other ideas. Timing light is good. Runs fine with the spout installed. I have to set the timing to 10 for CA Smog. Yes I know it sucks, dont care if you dont have to pass smog. Any help is appreciated.

Is there an aftermarket camshaft in the car ? What rpm do you idle at with the spout in ?

Yes, I failed to mention it has a E303 cam in it. My tach dosnt work. It reads higher than it should and exaggerates.

Rev it to 2k or so when reading timing. That should steady it out.
