torque wrench & crank pulley question

steeda's instructions say torque the crank bolt to 115 ft/lbs. my torque wrench doesn't go to 115 ft/lbs. doesn't even go to 100. i'm not gonna go buy another one, should i just tighten it til my arm is ready to break off?
 
one other question. pulleys have been on a week. went back last night to re-tighten & check bolts. crank pulley bolt seemed like it was pretty loose. i mean, not wobbling about to fall off or anything, but still worked loose a bit. should i put loctite on it or something or is this normal? btw, instructions say 85, but steeda has apparently corrected this to 115???

call steeda and verify the torque. You can rent tools for free from Pepboys or Autozone if you need to.
