Vibration at 1000 and high RPM

My '95 stock vert started vibrating badly at 1000 RPMs and then over 3500, so i took it to the shop for a tune up, but when i picked it up, vibration is still there, the guy at the shop says maybe the damper shifted and that causes the engine to vibrate, but the weird thing is that below 1000 and between 1100 and 3500 it desn´t vibrate a bit.

Any suggestions?

Excuse my ignorance but what is the harmonic balancer?, where is it located?

Its behind the crank pulley (in front of the oil pan). I hope you know what I mean. Go under your car and look at the last pulley its that bulky looking think think behind that pulley in front of the oil pan.

if you need one buy a real beefy one i got mine from summit sfi approved it was $260 i figure why piss money down the drain with a stock one if it's just going to give up the ghost.
