weird thump from t-loc backend

I bought my 01 Cobra used (buyer beware I know). The previous owner did a lot of mods to it including changing the gears to 4:10. I get a "bind" out of the rear end if I am doing anything other than starting out in a straight line. Also get a weird "thump thump thump" when I decelerate from about 20 MPH, almost feels like I have a flat tire. I just put new drilled/slotted rotors on it this weekend so I can now rule out having warped rotors. I am thinking either the backend is set up wrong or, the guy had a full locker put in the rear (or both?). Anyone else ever felt something like this?

When you say bind when not going straight I think trac-lok problems.
