What does this ground go to

When changing the oil today, i noticed this ground attached to the body near the wheel well, but it isn't connected to anything else, it looks like a ground cable, where does it need to be reattached?
perhaps fixing my electrical guages that work 50% of the time, but swing wildy during driving the other 50% (the mechanical speedo tach and fuel stay normal)

That looks like the ground strap I found on the left motor mount when I was changing them out for Polys.

It's the remains of a ground strap likely between the engine and chassis. I would get a new one and make that engine/chassis ground. Won't hurt and may be beneficial.

engine ground. get a new one on there. that little bugger gave me all kinds of headaches with my tune because the engine wasn't grounding properly.

Where is the best attachment point on the motor? I can't seem to find the other remnant of the cable

The other end attaches to one of the bolts on the nearby motor mount (driver's side). The bolt that's farthest forward is supposed to be longer and have a nut on it, which lets you secure the grounding wire without removing the motor mount bolt.

That location should be for the battery to engine ground (minimum 02ga). That ground is essential. A ground from the engine to chassis is optional but recommended. There should also be a battery to chassis ground up by the radiator.

I am pretty sure the battery to engine ground is attached to the front of the engine by the oil sending unit. (that is how it is on my 95 GT)

In this case I believe that one attaches body to motor mount. As someone previously said the front motor mount with the bolt/nut combination.
