There are so many variables it is hard to say. 14-15 could be normal. You need to datalog lambse and kamrf to know what the commanded vs. actual a/f ratio.
100% normal. At part throttle it should be the same as it is when idle (just not as steady do to the whole moving pedal thing ). Stoich 14.7 is "perfect" idle/part throttle.
