Winter tires?

My plans were to buy a daily driver for this winter, but unfortunately I wont have the funds available to purchase anything. A couple people have told me I should get another set of wheels and put some winter tires on and throw some weight in the back.... is this a good alternative? I mean I live in kansas, it snows maybe 4-5, but sometimes it can get nasty.
 
I live in So. Oregon and we get about the same snow and it freezes quite often. I ended up doing the same thing. I bought some Pirelli winter tires. They made a huge difference!! My summer tires slid all over the place. I still want to get a winter car when I have the money, all or front wheel drive. Mustangs are not winter cars.
 
Dunlops Sport M3's I love em, I've got a set of 245 45 17 on my stock wheels and they work great! The car powers through the snow like a skidoo with these tires, up hills, down em, around corners, whatever it doesn't matter. It runs so true in the snow that I don't even bother to turn my traction control on anymore.

I tried throwing a hundred pounds of salt in the trunk one year. The only thing it did was mangle the wooden floor cover.
