I think that's actually the starter solenoid energizing wire, I don't think there's a ground that runs to the starter. A tip for you if you need to rig a fix to a connector where the clips have broken off over the years, use a drop of RTV silicone instead of super-glue. It's really easy to pull apart if you need to, but it'll stay together through all the vibrations.

That connector connects the start relay to the start solenoid on the starter. No ground on the starter, it self grounds on the block.

That wire, as it attaches to the starter, is often corroded and ready to snap off. It's a skinny blade connector exposed to the elements. I'd start there - clean it and make sure it's nice and tight. Be careful not to snap off the blade on the solenoid or you might need to replace the starter.

Did you already change the relay?

I'd verify all the grounds also. Bad or corroded grounds cause so many headaches on these cars.

Your fuel pump relay is in the CCRM. If it works during the KOEO test it'll work at other times too. The starter relay doesn't have anything to do with the fuel pump running or not. Checking grounds is good. Checking the wire as it attaches to the starter is even better.

When you say "won't start" does that mean cranks and won't fire, or does that mean doesn't crank at all? Your diagnostics are starting to confuse different systems and that's a quick way to get nowhere.
