First off is, why do the lifters need to be put back into thier original positions?
I am re-using my stock cam, and don't know the positions of what bore each lifter came from. Can I just put them in?
Next is what is the problem with using my stock head bolts again? Is it okay?
I cannot get new ones right now. Thanks

If you are talking roller lifters, they do not need to be put in at the same spot. Other lifters do because of the wear pattern that is formed at the bottom of the lifter and the lobe of the cam. This is why they have a break-in period.

Since ARP head bolts are $42 here, I never reuse the stock ones. Your work is only as good as your fasteners. After sinking a ton of money in work, getting cheap with the fasteners doesn't really make sense to me.
