Absolutely Horrible around town MPG

For starters I'm running an AEM-EMS. I'm lucky if I see 8 mpg around town. I've pulled fuel and increased timing in the low load load cells to maintain a 14.7 AFR running in closed loop. The O2 target error and feedback values are as close to zero as one can get. What I'm interested in knowing is whether or not I should pull more fuel so as to increase the AFR to something in the 15.0 range and set that as the target ratio or if I should be looking elsewhere for a solution. MPG at cruise (70 mph) in mountainous driving averages 18 mpg+ with an AFR of 14.7 target. While those running a TwEECer or something else may have a different way of adjusting AFR it's the end result that I'm looking for. Do you run a 15.0+ AFR at light throttle and cruise speed?
