adjusting pedals?

finishing my 4cyl swap and i noticed that when i hooked the throttle cable to the 4cylinder pedals it seems that the pedal is really far down to the floor and also has a lot of play as in you can pull it up with your hand about an inch and half... I noticed when i swapped the cables that the 5.0 throttle cable didn't have a spring near the pedal side but the 4 cylinder one did... so here is my question...

can the pedal be adjusted to pull out this slack and raise it a bit?... or is my throttle cable bad since there is no spring?

is it supposed to normally have a little play in it... when it was a 4 cylinder it didn't?
