ok, so if i mark say, 14*, tha light will flash when that degree hits tha top and since i have it marked, i will recognize it as "14 degree timing" haha i think i get it now

Right, when you turn the dizzy with the spout connector out you line the top of the timing marker up with the appropriate mark on the balancer. All balancers are marked, but sometimes the writing comes off.

AutoZone sells them for about $30.00 or so. It is a tool you won't outgrow and is a good investment.
