That would be a typical ricer talking. He is a true ricer and he follows the rulebook to the T. When called out on his car, he wants to use someone else's car to race for him. Then when the other person with another car shows up, they don't want to race at the track, and even if they do race, it will be from a roll, and with thier terms. More handicaps than the short bus.
It is next to non-existant for there to be a straight up import driver. Most of them I belive have a gay side, and that is why they perfer thier more feminin cars.
