I'm going to be doing my cam and heads swap here fairly soon and have a questions about measuring for the pushrods i would need. I'll be running some Thumper E7's with an AMS N-21 cam with 1.6rr's and my question is if i decide to degree the cam would this effect the pushrod length. I have a feeling no but figured better to err on the side of caution.

Degreeing the cam will not change the push rod length. The best way is to use a rod length checker. Set it, lock it and then measure the length. Watch your rocker geometry too. Degreeing the cam is always a good idea, the best engineered cam in the world is worthless if the valves are not opening and closing at the correct time.
