chp vs dss

a buddy and i are doing some research on a new short block for his 94 cobra. were leaning towardes the coast c.a.r.b. leagal 347. but it cost more then any of the others out there. d.s.s. has some good products also thow. can other 347's pass the e test in new mexico. i don't see him moving to cal.
---does any one have any experance with the co. in question?
---any one have any experance with there products?

i have heard a few bad stories about dss but many good ones. I have never heard anything bad about CHP.
