Disk thing on back of rotor?

I am in the process of replacing my wheel studs on my 91 GT. I have taken the rotor off and when I flipped the rotor over I noticed a disk thing that looks like the disk of a mountain bike brake. I was wondering how you remove this disk as it seems like it won't move. Any help would be appreciated?
 
Dust sheild on the back of the rotor??

I think it's the ABS exciter ring. He either has a pair of 5-lug conversion rotors off a Mark 7, or he bought a pair of parts store stock rotors that were cross-referenced to a set of 87-88 t0bird rotors with ABS.
 
The dust shield in the rear is suposed to keep dust off the front end parts and keep water off the rotor, but I clean my car a lot and the dust shield also shields airflow off the rotors preventing them from cooling as well.

I have no dust sheilds on my car, front or rear.


Also, no ABS was not an option in '91, but like i said, our front rotors cross reference with the front rotors off a 87-88 turbocoupe which did come with ABS. Sometimes when buying parts store rotors, they use 1 rotor for everything
