Do the 94-95 e7 heads have bigger valves than the 87-93 e7 heads

No difference. All the E7 heads from '87-'95 are the same with 1.78"/1.46" valves.

Stock yes but ported, they can make pretty decent power and still maintain strong low rev torque with their small ports.
