Fuel line question??? Rubber hose real or just for prtection over plastic hard line?

Got a quick question regarding the fuel system on 91 5.0... i swapped my 19lbers to 24's and when disconnecting the fuel rail @ lower intake manifold, I seen the same type connectors at the bottom near the lower swaybar area. It seems they have nver been dosconnected, because they had the protective clips and all. It seems they have the garter set up like the top, then it goes into a rubber like hose and then into a hard plastic.
What is that rubber hose, just for protection fitting over hard plastic lines, or are they real hoses that the fuel runs through???-because there was no clamps, safety devices or anything holding the rubber hose over the hard plastic line, and they move freely up and down. Im concerned due to fire...

Yeah, there is rubber over the plastic.:nice: Last time I dropped my tank to replace my sending unit I didn't make sure the fuel line was positioned away from the tire and I developed quite a fuel leak pretty fast, because the tire ate through the rubber and the plastic inside:notnice:
