It's finally running

Today I finally started my new 87 t-bird engine. I let it brake in for about an hour and then tried to drive it. I idled fine with sone timing adjustments but for some reason it won't pick up rpm or speed around 3000 rpm. Any ideas? What should the timing be with the spout disconnected?

You want to have your timing at 10-12 degrees BTDC (spout disconnected). What is it set at now?

I have it running right at 10deg. It idles at 900-1000 rpm with the spout connected. Here is a video on myspace. http://www.myspace.com/josephblandino
At the end of it I'm showing that the vacuum is at 11. when I rev it and let go the vac goes down to about 20 and back to about 11.
