I don't know squat about ET streets!!

Will a 26/11.5/16 fit a 16x8 rim?

Also, do you have to use tubes?

no that tire is too wide for a 8 inch wide rim..

Go with something a little skinnier. You shouldn't need to run tubes in them unless you plan on running with little to no air pressure in them.
