OBD emission and MIL

I know this question has probably been asked thousands of times but I did a quick search and didn't find an exact answer.
I live in PA where OBD emissions testing is done, you actually plug the computer into the OBD port and it checks readiness, ect. My question is this: with MIL eliminators installed, will it still pass since the computer checks o2 readiness?

Yes,with the eliminators the computer still thinks the cats are there.

ohh, i didnt know that either.....but why will it fail then? the visual?

Technically yes, it would fail the visual, but since I'm the inspector... "I swear they where there when I did the emission test!! The costomer must have changed them after the test!"
