Not in Phoenix, but most tunes will have some sensors disabled, so you will need to contact the tuner and see if they will give you an emissions tune. Then the car will have to be driven through different cycles for awhile until the computer reads all sensors at ready status.
In some states like mine, they do a visual inspection and the CAI alone would fail you. There are only one or two that are legal, like the FRPP Bullitt.
