It's Not legal and not a good idea even if they do not check in your state. Sorry. It also ticks off the computer and next owner.

In Washington State, they do not do a visual inspection, it just has to pass the tail pipe sniff test. That being said if it fails the test and you have to take it to an authorized emissions repair shop, there is no cost limit on installing all of the correct smog equipment for the year/make/model. Or you can re-install the missing equipment yourself and take it back through for a re-test. By the book, it is both a Federal and State crime to tamper with or remove emissions equipment.

Leave it on! When I bought my SSC, all the smog/emissions stuff had been removed by a previous owner.
It costed me a crap load of $ to get it back to OEM specs and legal in my area. I could not get a tag without it.
Believe it or not , the power difference was slightly noticeable. I actually like the quieter sound difference and the fact that my exhaust did NOT stink anymore from the lack of catts.

My opinion, leave the engine bay smog components in place and install good flowing headers, "cat" pipe and exhaust.
I have a Bassani catted X on both my cars. Love the sound and my exhaust is not costing me any noticeable power.

The older converters (2-way) requore the use of the smog pump to properly "convert" the byproducts of combustion into less harmful gasses. Removing the smog pump but leaving the cats is not recommended.

Newer converters (3-way) do not require the use of a smog pump, so that's why cars these days don't have them. If you have these types of cats retrofitted, you may not need the pump.

Technically, removing any part of the smog system is an instant fail. It depends on how strict your state is and how good the inspector is at noticing such things.

So for instance, would buying a new catted BBK mid pipe feature 3-way converters? I'd love to get rid of my stinky exhaust, but with P heads I can't use a smog pump.

You are talking maybe 3-5 hp at most by removing the smog pump. Unless you are drag racing you won't notice the difference and if you go to sell the car, you have to disclose you removed the smog equipment. IMO, you'll lose more races by 100 other things than having your smog pump intact.

I don't get it, my car is now 21years old per NY law for inspections it's now deemed a classic. All they check is: tire tread, brakes, head lights, blinkers, and horn. No emissions required. Last year I had a car 347 radical cam etc.. Went to my local garage 20 bucks in and out. I always thought NY was strict I guess not.
