Because the bracket is PART of the caliper. Take a peek at the picture of the Cobra calipers. See the two mounting holes at the bottom? That is what bolts to the spindle. No other brackets needed.
As for the brake lines...all 99+ Mustangs come with the same lines, V6, GT, Mach 1 , Cobra. If you have a 99+ you can reuse stock lines or just order SS lines for a Cobra.
