UPR X-Pipe Question?

Ok, got my X-pipe, it's a two piece set up as pictures here:

Where does the "collector" piece go? And why did it come with 6 bolts, 6 nuts, and 12 washers???? why not 8 bolts? Very confused! or maybe just stupid?

I don't remember exactly how many bolts and whatnots it came with. I just took it to a muffler shop. The collector will go on one of the openings that hooks the headers. I was on the side of my car holding the collector while it was on the lift and the mechanic just reached his hand out for it and said that he needed it. At first he was like"What in the hell does this go." But he couldn't hook it up without it...
