If you put it in front of the MAF, you'll need to seal the intake in front of it. If it is behind it, it won't meter anything from the pump. It will be seen by the computer as "extra air" in the intake.
How about this? Use an old turbo. Drive the compressor of the turbo with an electric motor. Use the TPS to increase the speed of the electric motor to compensate for increased engine speed. You could "lead" the engine speed to make more or less boost. It would have to be a strong electric motor and would be complicated to control it. No parasitic drag would be the benefit, if it could be made to work.
