Will they fit the are 17x7 5x4.5 bolt patteren, but the only problem is that the offset is +38. Will the look bad?

Polished wheels are shiny, just not the mirror finish that chrome has. Polished wheels require the most up-keep of any finish, so if you dont mind some elbow grease to keep em looking good then I would save your $140 per wheel and go polished.
