I wouldn't say they can run 11 easily, nor would I say there are a lot of those cars out there.
A friend of mine has a 96. He went with Fox Lake aluminum ported PI's, Bullit intake full exhaust, all the rest of the needed supporting parts etc etc and he's making 270 rwhp and around 300 torque.
I suppose that if he cheated with a spray of nitrous he'd be in the 11's though.
