No Brake Lights Or Horn.

Recently acquired a 1994 Mustang Convertible, but there's an issue. Every time the brakes are tested, the number 9 fuse under the dash blows (usually within 3 taps of the brakes). When this occurs, horn does not work, and the car will also not start unless put into neutral first. The car will also not be able to be put into neutral without having the key turned one click (without turning lights on, etc.). The relays under the hood are fine, as well as the brake light switch. Looking over the Jayne's manual, it appears that the problem may lie in the taillight wiring somewhere, however this does not explain the shifting issue. Any feedback or insight is appreciated.

If you take a flashlight and look under the dash right above the brake pedal pivot, you will probably see that a wiring harness has been rubbing against the brake pedal arm and worn through causing a short when you step on the brake. I had this exact problem and that was the problem. Let me know if this helped.
