offset rack bushings do very little in raising the tie rod ends to a better angle. they will also create a different angle at the inner tie rod that can lead to even further bump steer.

the reason you use center drill/bump steer kit is that the rack will maintain its proper angle with the inner tie rod and the outter can be adjusted to required angle with the control arm.
