I agree,..I watched my machinist cut the center out of my toothed wheel so that it would mount behind the balancer,..he had to make a jig to support that flimsy 1/8" thick piece of steel. Once that was done I had to drill and tap the holes to mount the ring to the back of the balancer, then return to the shop to have him true the concentricity of the thing,...it was .030 out of round.With a 4 jaw chuck on a lathe, it will take more time than that just to center the work up so that it is concentric. I have been there and done that...
