Best chip/tuner for modded 91

Guys, I finally got a call back from my buddy that works on 5.0's... Well, gotta love knowledge... I need to get a chip/tuner for the computer as the mods I have done will need it.

What is the difference between a chip and a tuner? Are they one in the same? He said I would need a custom chip to match the mods I have done.

So there in lies the question... he suggests the Diablo because it is reliable and easy to work with. What do you think?

Here are the specifics:
Stock bottom end, XE270 cam (.512/.512), 1.6RR's, Ported Explorer intake, 70mm TB, 73 MAss Air (tuned for the 24# injectors), AFR 165's (street legal), no smog.
 
I have not seen a Diablo tuner that is compatible with 86-95 model year 5.0 Mustangs. Check out their website, DiabloSport :: Gas and Diesel Tuning Systems and you won't find a year before 1999 listed.

Most aftermarket chips you buy are a waste of money. The exception is a custom dyno chip burned as the result of a dyno tune.

The most widely recognized tuner/opitmizer for use with 5.0 Mustangs from 86-95 cars is a Tweecer. See the Tweecer forum under 5.0 Tech for more information.

Thank you sir, I am not sure what my friend was taking about then. Maybe he was thinking I had a 2001? I will check out the Tweeker now.
