Does anyone know of any engine builders (not installer) in the Atlanta area? I am not looking for anything too wild. Probably something in the neighboorhood of 300 N/A, non-NOS rwhp. I want someone who knows what they are doing to do it.

MV Performance in Statham, GA does that kind of work. I'm seriously considering them when I'm ready for engine work to be done. They also have a dyno onsite. In your power range N/A, that shouldn't be a problem.

Again, I haven't used them myself, but have heard good things. They have a good website, too. As with many shops, metro Atlanta is big and the good shops are spread all over.
