is the s-trim holding my buddys combo back?

hey guys

ok...my buddy has a built motor on his 95 gt...heres the setup


R block 343 c.i.
9.0 compression
all forged internals
Cantan oil pan
ARP bolts through out the motor
Trick flow 205 cc heads (no port work)
comp cams blower cam (big lift)
Edelbrock Victor intake manifold
70 mm throttle body
msd ignition 6al
msd dizzy
msd coil
ford racing 9mm wires

Power Adder

Vortech v-2 s-trim
2.95 blower pulley
7.25 crank pulley

snow performance water methonal kit

also have a 75hp nos kit hooked up and ready to go

exhaust

1 5/8 long tube headers
3 inch h pipe (with out cats)
3inch cat back

now he was hoping for around 700 on 17 psi....now, can that s trim push that much boost? or is he over spinning it? his tuner told him that he should go back to the 12 psi pulley, and that he is gonna be back at 500 hp....he was bummed out when his tuner told him that, but he is patient and wants to do things the right way...the motor can handle alot of boost so the blower is pretty much the bottle neck here....what do you guys think? is it safe pushing that s trim? what do you guys recommend him to do?
