What to do about fraud?

Some of you may remember I had a nitrous kit at one point. Well I talked to a friend that i've sold stuff and bought stuff from before and he said he knew someone that might want it. So I got his s/n and we talked. He bought it about a year ago. Back then he had a powerdyne supercharger kit that he wanted to sell. I remembered this and would occasionally ask him about it off and on for abotu a year. Then i finally had enough money and wanted to buy it. So almost 4 weeks ago I paypalled him 700 bucks. His name is Joshua Bartlett. I paypalled him on a friday and he said he would ship it saturday, but something came up. So no problem, he said he'd do it monday, but somethign else came up. Finally he shipped it after hours on tuesday so basically would go out wednesday. Today is thursday - 3 weeks and 1 day later. About 5 days after he shipped it that whole hurricane thing happened and he told me he had a tracking number but never got around to sending it to me because he had to go down to louisianna for relief and had to leave in a huge hurry. So its been a couple weeks since then and still no nitrous kit. He sent it via USPS supposedly. I called and talked to him and said i hadn't received it yet or anything and he said he would try and call his friend that lives by him since he's in louisianna and would try and get him to get the tracking number and would call me back. Never called back. Then last night around 8somethin my time (probably kinda late his time lol ) i called and either he hung up or his battery died and then it just went to his voicemail every time. I left him a message and stuff but he hasn't called yet. Last week I filed a complaint with paypal, but I dont know what they can do. I'm 18, not even 19 and 700 bucks is a decent amount of money for me to lose So what can I do? He lives in North Carolina. Maybe I'll post in their regional forums to see if they know his dumb ass

If you used Paypal and paid it out of your bank account don't you get some kind of "buyer protection"? I've never had to use it, but if I take the money from my credit card, paypal gives me a warning that I lose my buyer's protection that way.

Log onto pay pal ASAP and dispute the charge. They will investigate and refund your money. DO NOT WAIT!!!!!!!!!!!
You only have 30 days to file, after that you are SOL for your money.
If it is legit, you can always pay pal him again after you get the stuff...
If it is not legit, then by next week you will never see your 700 again!!!!
Do not delay, do it now. (dont ask me how I know )

i talked to him earlier, he said he filed a complaint with paypal already.

hopefully they get his money back.
