And yes, it’s a drum/disc master cylinder, just the stock replacement that LMR sells. It’s brand new.

Try putting your old MC back on and see what happens ..
Don't do all of these suggestions at once, do one at a time... It might be time consuming but it will single out whats wrong..

Check the e brake cables but keep in mind the drums and shoes don't really match up in making the circle, make sure all the hardware is properly installed, drive it around a little at low speeds the find a place where you can back up a distance and back up, press the brake peddle firmly to stop, do this 3-4 times, drive it home or stop, put trans in neutral and if you can roll the car by pushing it, all's good.

This is concerning too—the hub has some grooves worn into it, and the edges are rounded.

That is just normal wear and tear on the backing plate lip. These cars are over 30+ years old now and who knows what exploded inside the brakes at some point. You need to disconnect the e-brake lever from the shoe, remove that, and pull the cable from the backing plate. Zip tie the cables up and out of the way, reassemble the brakes, and adjust the shoes. Does the drum spin with some minimal drag? If yes take it for a drive and if it does it again you have completely eliminated the e-brake system so keep it disconnected until you figure it out. If that fixed the problem then lets move on to getting the e-brake system fixed.
